Two Indian officers controversially jailed for their role in the Hebei Spirit oil spill have been released on bail. Master Jasprit Chawla and chief officer Syam Chetan were released by a Seoul court but are still not allowed to leave the country. Sources at the Korean embassy in London tell TradeWinds the pair are required to stay in a hotel in Seoul. A bail of KRW 10m ($7,500) has been paid for each of the men, who were jailed in December for their role in South Korea's worst ever oil spill last. Maritime groups were outraged by the decision to sentence Captain Chawla for 18 months and Chetan for eight. V.Ships, the manager of the 270,000–dwt single hull Hebei Spirit (built 1993), particularly vocal with chief executive Bob Bishop branding the verdict "utterly unreasonable". The Hebei Spirit, owned by China's Hosco, was hit by a Samsung Heavy Industries crane barge while at anchor in the Yellow Sea in December 2007, spilling 10,500 tonnes of crude and causing at least $500m in damages to a wide stretch of coastline. TradeWinds reported last week that South Korea maritime officials had defended a report into the Hebei Spirit accident that led to the imprisonment of the two officers. The Korean Maritime Safety Tribunal (KMST) presentation was given in response to claims of bias and failure to follow international guidelines on accident investigation. The KMST's interim report claims that the pair failed to keep and adequate anchor watch, the vessel's engine was not prepared and the men did not take the correct avoidance action. The report says the substantive blame was with the crane barge fleet but marine Judge Jung Hyung Taek, who gave the presentation, said that just because the Hebei Spirit was at anchor did not absolve it from taking necessary steps to avoid collision.
